Plans for Windows version?

I've made the switch from MacOS to Windows. Now, I'd love to buy the Windows version of PMFB, but as far as I know there are still two major problems with it that makes me hesitant to do so: It doesn't do penalties, and game films are unavailable.
What are the development plans for Windows PMFB? Will these issues be addressed?

I'm in the process of trying to define and deliver game films in a platform-independent way -- perhaps through Flash.

Thanks for your help guys.
However, both the downloads and register links show PMFB v2.3, not 2.4.
Where can I get 2.4?

First you need to obtain/register version 2.3, then you get 2.4 to write over it.  I can't remember what site i got it off of, but if you shoot me an email at brasho at prodigy.net I think i can send it over to you via email.
